The Ministry sees this as a problem

Pyongyang - A survey was conducted at the Pyongyang Girls' High School investigating the birth places of the 700 students and whether or not they have visited Japan proper since 6 years of age. Of the 700 total students, 482 were Korean-born, 189 were born in Japan proper, 6 were born in Taiwan, 4 were born in Kwantung Leased Territory, 12 were born in Manchukuo, 6 were born in China, and 1 was born in Russia. Only 232 have ever visited Japan proper, and 468 have never visited Japan proper. In other words, it's been found that two thirds of the student body have never seen Japan proper, which suggests that it will be very difficult to cultivate a national conviction in the student body. Thus, the school decided to try to secure the national conviction of the students of Pyongyang Girls' High School by giving them opportunities henceforth.

【平壌】平壌高等女学校では今回全校生徒七百名に対し出生地別と満六歳以後における内地体験の有無を調査したところ、出生地は朝鮮生れ四八二、内地一八九、台湾六、関東州四、満州国一二、支那六、ロシア一という数字を見せこの中内地を体験したもの僅かに二三二、体験のない者四六八という全校の三分二は内地の風物に接しないということが判明し国家的信念培養に非常に困難を感じている状態である、これがため同校では今後平壌高女独自の立場から機会あることに信念確把に努めることにした。
